Following security update 1/9/2019, I can not create a recovery drive. The message says files are missing.

Windows Recovery Media does back up the EFI partition and restores it during the recovery process. The Windows 11 Installation Media recreates the EFI partition. And yes, it does scrap everything because during clean install you have to delete all partitions. Windows Recovery Media is not a substitute for Windows Restore Point.

2. Uninstall the last updates. 3. Run a disk check etc. 4. Reset the PC. TLDR, it does not contain applications. A Recovery drive created using Windows can be used for different PCs of different OEMs, that is not a problem. In my opinion, a recovery drive becomes useless if #1-#4 does not work for some reason.

A recovery disk includes tools that you can use to diagnose and (hopefully) repair your Windows installation, and if you can't repair Windows, the recovery disk has tools that let you reinstall Windows.
